Rules and Conditions of Use
- Empire Passports permit unlimited vehicle access to state-operated parks,
recreation areas, boat launch sites, arboretums and park preserves (except as noted below).
- Camping, golf, museum and historic site admission and other special activity
fees are NOT covered by this Passport.
- An Empire Passport allows admission for the decaled vehicle only. Individuals
with more than one vehicle must purchase separate passports for each.
- The Empire Passport is not a parking permit. The state reserves the right to
revoke any Empire Passport issued if it can be determined that the privileges of access are being abused by
the holder.
- For boat launch sites the Passport must be affixed to the
towing vehicle.
- A second Passport may be purchased (for $50) for the second vehicle or boat
in the same household (or residence) only at the time of original purchase.
- The Passport decal must be permanently affixed to:
- Cars - driver's side window
- Motorcycles - left side; prominently displayed
- Boats - inside of hull in a protected but visible area
- The Passport will not be accepted for admission to a park or recreation
facility if the decal has been altered in any way.
- The decaled vehicle will be allowed entry to all New York State-operated
parks and recreational areas with the following exceptions:
- Prospect Mountain Veteran Memorial Highway
- Irondequoit Bay Marine Park
- Whiteface Mountain Veteran Memorial Highway
- Oak Orchard Marine Park (East)
- Hearthstone Point Public Campground
- Newtown Battlefield
- Lake George Islands Public Campground
- Jennings Pond
- Saranac Locks
- Lake Lauderdale State Park
- Minnewaska Cross Country Skiing
- Lake Superior State Park
- Fahnestock Winter Park
- The Passport will entitle free access to a facility only if space is
available
- The Passport is Not Transferable and Non-Refundable.
- The Passport is valid for one year, April 1 through March 31 of the
following year; there is no discount if the Passport is purchased in later months.
- The Passport may not be used by operators of taxis, trucks, buses or other
vehicles hired to transport people to parks.
- Lost or misplaced decals will not be replaced.
- Replacement decals for sold, stolen, destroyed or damaged vehicles will
be issued only upon the owner's submission to the New York State Office of Parks, Recreation and Historic
Preservation all of the following:
- A letter explaining the circumstances of the loss and including the
make, model, year and license number of the vehicle on which the replacement decal will be used.
- Proof of loss, sale or damage acceptable to the Office, such as a police
report, insurance report, repair invoice, DMV report, bill of sale, etc.
- The decal, or its fragments or scrapings (whenever possible, but always
for a car that has been sold).
