Rulemaking

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) may be required to develop and update regulations contained in Title 9 of the New York Codes, Rules and Regulations (NYCRR) that implement the Parks, Recreation and Historic Preservation Law and the Navigation Law.

OPRHP staff drafts a proposed regulation usually with the prior informal input from interested groups and the general public (except for consensus and emergency rulemakings). OPRHP then submits a proposed regulation to the Department of State for official publication in the State Register and for formal written public comments.

Below you will find the full text of a proposed regulation. You may submit formal public comments by email to rulemaking@oprhp.state.ny.us. When commenting, the subject line of your email should contain the Part # for the proposed regulation you are commenting on.
